Au contraire. Per the rule on passing, starting the opponent's clock does complete the turn. Modulo that, there is no other reference to starting an opponent's clock without making a move. One could not rule otherwise. After this came up yesterday, I went through all the rules carefully. Should this come up, I think the case will be slam dunk.

And as for a previous poster's reference to the spirit of the game. The spirit (and the rule of law) dictate not randomly starting your opponent's clock when you're aggrieved by some inaction. I promise to make this a test case next time someone starts my clock outside a rule specifically prescribing them to do so(and that would be none).
