How can you make it a rule, when at any turn I have the opportunity to prevent you from drawing for 60 seconds? The marginal 2 seconds (that's a lot of time for me, I'm sure I do most in less than 1 sec) it might take me to track will pale in comparison to this. Even if I inadvertantly drew before tracking, if my opponent is ANYWHERE NEAR drawing in the time it takes me to get myself oriented (which includes completing the tracking) they're sure as shit getting the big hold-o. Remember the right of the player to verify that everything is kosher trumps the right to quick draw. Unless the consensus is that this right hierachy is messed up, leave the rules to favor the verifier.
