I'm sure Steve doesn't need anyone to speak for him, but I've read his posts and they seem pretty clear to me. He's not enamored with SOWPODS, but if American converts, don't do it half-assed. On the other hand, I like SOWPODS, but I also feel any conversion should be done in one fell swoop. Just using the 2's and 3's is crazy. HOH ok, but HOHED not. Truly nutty.
What I see as a bigger impediment to unified English Scrabble is the pansy-ass free challenge rule. Because the odd-numbered World Championships happened to be in London, and one is an odd number, SOWPODS Scrabble has a glaring weakness. Perhaps its not too late to make the 4th World Championship penalty challenges. Although this would be to my disadvantage because I'm spotting 80% of the competiors one dictionary, I still would like to see it for the greater good of the game.
